The Very High Speed Integrated Circuit program may seem to be rolling in a dozen directions at once. But the overall objective, force multiplication, is still in the driver's seat. The Soviet gain in technology, as applied to operating systems, still continues, but intelligence indicates that the race is far from over. A second wind for the United States has come in the form of new government investment in research and development, and its runners are pulling ahead. The author reports on this race.
