The ambitious Aerosat program has given way to efforts in the U.S., Canada, and Europe that would provide more modest data communications for civil aviation. These new efforts are based on the concept of a space segment that would be shared between aviation users and other users (maritime mobile users, for example). This paper addresses some of the technical aspects of fulfilling data communication needs for civilian aircraft, particularly over ocean areas. Emphasis is placed on low-cost implementations that do not require the launch of a dedicated satellite.
