The classical linear rule for traffic flow is used to form simple two freedom elements of traffic flow networks. A simple network is used to demonstrate modeling of flow variations caused by modification of the network. The steepest descent method is used to seek an optimum network and the results compared to those of Mohr's Flow Ratio Design (FRD) method. Similar results are obtained when a simple bilinear flow rule is used for flow in the network.
