This paper extends the existing literature on optimal cargo-handling rates by considering: (i) under what circumstances the optimal rate will actually be provided, and (ii) how the optimal rate is affected if there are pre-booked time slots at the berth, containerized cargoes, or deterrent effects of long queues.
