Abstract Routing shipments and scheduling trains are separately made with a uniform distribution assumption of inbound time in traditional methods, no responsive to changes in service demands. So considering the flexible inbound time of shipments, a dynamic optimization model of the integration of routing shipments and scheduling trains, defined as freight railroad service network design problem, is established by means of space-time network. According to Chinese railway operation, the one-block trains, the car flow unitary classification and intree policy is introduced to the formulation. A tabu search algorithm is used to solve the model. Finally, the model and solution approach are tested in an actual 14-yard railway sub-network in China.
