The article contains the analyse of changes in the value of the quality parameters of the suburban and regional railway offer over the last five years on an annual and monthly basis. The research area covers the western part of the Rhine-Ruhr metropolis, where public transport authority is the Rhine-Ruhr Transport Union (VRR). The recorded quality parameters important from the passenger’s perspective were characterized, as well as the method of their measurement and the range of their values for individual product groups. Deficiencies were identified in the method of quality control of the transport performance by public transport authority. Procedures at the disposal of the organizer when shaping the offer and influencing operators were indicated as well as the planned scope of changes to authorizations. The results presented in the article are important for scientists and practitioners, constituting a reference point for further research and comparative assessment of the functioning of commuter rail in agglomerations.
