In the context of considering the Emission Control Area (ECA) of a ship, the navigation cost of a ship is optimized through speed optimization to reduce the operating cost of the ship. A speed optimization model is constructed to minimize the operating cost when the ship passes through the ECA. Meanwhile, the dung beetle algorithm is adopted to find the optimal solution for the speed optimization model, and a case study is conducted to verify the feasibility of the model by taking a container ship as an example. It is found that a low speed in the ECA area is conducive to the reduction of the cost, but it is necessary to control the speed reasonably, and too low a speed will cause the operating cost to rise instead.
