PROBLEM TO BE SOLVED: To provide a vessel speed control device and the like which enable a ship to navigate in accordance with a shipping schedule with improved fuel consumption.SOLUTION: A vessel speed control device controls a vessel speed of an electric propulsion ship navigating according to a shipping schedule in which the ship navigates a route of a predetermined distance for a predetermined period of time. The device comprises: a zone division part S1 for dividing the predetermined time period into a plurality of zones; a propulsion power consumption calculation part S3 for calculating propulsion power consumption for each zone; an appliance power consumption calculation part S4 for calculating appliance power consumption for each zone; a vessel speed selection part S6 for selecting a vessel speed which exhibits the best fuel consumption of a power generator for each zone based on the propulsion power consumption and the appliance power consumption; and a vessel speed reset part for resetting the vessel speed for each zone which is selected by the vessel speed selection part. When the navigation distance of the ship which navigated for the predetermined period of time at the vessel speed for each zone selected by the vessel speed selection part does not match with the predetermined distance, the vessel speed reset part resets the vessel speed of the zone with the smallest fluctuation of the fuel consumption.
