After a series of fatal accidents in 1954 and 1955 due to deficiencies in the brake system of tractor-trailers, the ICC inspected 230,000 vehicles on the highways and found 18.6% of those inspected unsafe. Inspection of brake systems was intensive in order to detect evidences of improper functioning. As a result of findings, the ICC required that there be two means of activating trailer brakes and recommended adequate maintenance of truck lighting systems.The ICC’s primary concern is prevention of commercial vehicle accidents as opposed to enforcement of traffic regulations which rests with state and local police.
