After series of fatal accidents in 1954 and 1955 due to deficiencies in brake system of tractor-trailers, Interstate Commerce Commission inspected 230,000 vehicles on highways and found 18.6% of those inspected unsafe; inspection of brake systems was intensive to detect evidences of improper functioning; as result of findings, ICC required that there be 2 means of activating trailer brakes and recommended adequate maintenance of truck lighting systems.
