This paper describes a sequence of analytic steps to form a systematic logic to enable analysts to approximate justifiable orbital laboratory workload elements. The method provides a traceable derivation and understanding of possible space experiments from analysis of potential space missions, spacecraft, functions, problems, and solutions. Experiment concept and design techniques discussed include means for providing experiment characteristics and requirements in a format that may be readily evaluated and integrated. Catalogs of generic space missions, functions, end items, and experiments resulting from the methodology can serve as source material for orbital laboratory task estimates.
