Paper describes general method for defining task or payload increments for any potential orbital laboratory by means of synthesis and analysis of potential space system functions; number of ground rules should be considered in choosing methods for deriving space experiments; experiment derivation methodology should provide traceable basis for evaluating and justifying each experiment, as well as means for deriving necessary characteristics; experiment design, integration, and experiment value rating.
