Precepts contains a brief history of the Naval Facilities Engineering Command, its mission responsibility and charter authority, the Commander's basic philosophy of management, and fundamentals; policies. Command Objectives are included to focus attention on the broad achievements which are being sought. The Precepts thus establish the background and provide the basis for the orientation of the entire Command and the Civil Engineer Corps to enable the Commander, Naval Facilities Engineering Command and the Chief of Civil Engineers to discharge his responsibilities in the most effective manner possible. The mission and charter statements establish basic responsibilities and provide the authority to carry out these responsibilities. These Precepts provide guidance for the Civil Engineer Corps, the Naval Facilities Engineering Command, and its field activities at all levels of management which share the total responsibilities in support of the Department of the Navy.
