The surfacing of this 1.5 mile segment of Interstate highway, together with the construction of a new railroad underpass, including adequate ramps and other access, will have a beneficial impact on the commercial and economic structures of the City of Yuma, in addition to improving the State and National environments. As secondary effects, the normal levels of dust and noise due to construction cannot be avoided. Of first consideration, however, will be the limited encroachment on the natural environment, although confined to any intermittent parcels not previously affected by the grade and drain phase. No alternatives explored are feasible for an Interstate highway and increased average daily traffic.
