The objective of the paper is to identify and quantify major cost and service factors of road, rail and sea transport through the use of an interactive transport cost model. Although the model incorporates country-wide average cost and service characteristics, it is designed such that these cost and service parameters can be easily adjusted to reflect individual conditions. It is a very powerful tool for the critical evaluation of the costs of and services provided by competing modes of transport.
