The paper identifies and quantifies major cost and service factors of road, rail and sea transport through the use of an interactive transport cost mode. Although the model incorporates country-wide average cost and service characteristics, it is designed such that these cost and service parameters can be easily adjusted to reflect individual conditions. It is a very powerful tool for the critical evaluation of the costs of and services provided by competing modes of transport.
