Starting with the outputs of ESA's two multidisciplinary European mission definition studies and the present status of the first mission, assumptions were derived on ESA's Spacelab utilization program through 1983. Besides the European contribution to the first mission FSLP (E-1) it contains two demonstration missions: a dedicated atmospheric payload's mission E-2 in 1982 and a multidisciplinary mission E-3 in 1983. For this baseline program an overall ground operation concept and flow was established, primarily oriented on program cost efficiency and flexibility. Finally, costs were estimated to conduct mission E-3 that also show clearly where cost drivers exist in future mission project execution.
