This report describes low-cost actions to match growth of traffic volumes with the capacity of existing and planned roadways. The document provides an overview of techniques to assess potential traffic impacts and transportation changes resulting from changes in land use. The report then describes how to review the characteristics of proposed projects and existing roadways, how to assess the adequacy of existing roadways in light of present and future traffic patterns, and how to assess the adequacy of on-site circulation and parking. The document includes descriptions of several administrative-based tools for traffic control, many of which focus on zoning. A number of short case studies are provided, illustrating how several towns and small cities have approached congestion control. Legal citations in the document for the most part are specific to Connecticut, but may serve as illustrative material on approaches for other areas to consider.
