The aim of the project is to calculate the social benefit of establishing a vessel traffic service (VTS) for the northern coast of Norway. The purpose of a VTS is to supervise and organize vessel traffic, to assist navigation and give information to seafarers. The increasing number of tankers carrying oil from Russia represents a future challenge. The benefits of the project mainly consist of avoided accidents at sea and oilspills. The cost factors are mainly investments, reinvestments and operating costs. Cost-benefit analyses show the project is socially profitable with a substantial margin.
