A measure of discipline must be imposed on the ground-based interrogator complex if a new discrete-address beacon system is to be compatible when introduced into the present air traffic control system. It is postulated that this discipline, if imposed in a certain manner, will provide a surveillance system that will provide several additional benefits and services to the aircraft operator at minimum cost and complexity.
