The objective of this report is to summarize and record changes in national and international laws and regulations relating to motor vehicle emissions, fuel consumption (and CO2 emissions) and automotive fuel specifications. The title was changed in 1990 to reflect the increasing emphasis on fuel quality regulations. In 1991, the report was further expanded to include a section on current and proposed vehicle inspection and maintenance programs, aimed at controlling in-service emissions performance. In 1992, it was decided to further revise the layout with a view to making the publication easier to use as a work of reference. Topics have therefore been clearly separated in terms of both subject matter and geographical location. In this edition, an index has also been included.
