The draft environmental impact statement is for a proposed rest area on the north bound lane of Route I-95 1.443 miles north of the Henrico county line in Hanover County. The rest area will include separate parking for passenger vehicles, cars, trailers and trucks and a rest area building. The area is zoned for industrial use and a part of the site has been used as a borrow pit which has denuded a portion of the land to be used as a rest area. Therefore, the proposed project's impact will definitely be positive. The only possible adverse environmental effect might be that the starting of vehicle engines could add to air pollution. However, this would seem to be a very minute factor, if, it is a factor.
