The Transportation Operations Coordinating Committee (TRANSCOM) is a coalition of 15 traffic, transit, and police agencies in the New York, New Jersey, and Connecticut, metropolitan area. TRANSCOM's IVHS operational field test, the TRANSCOM System for Managing Incidents and Traffic (TRANSMIT), is testing Electronic Toll and Traffic Management (ETTM) technologies for collecting real-time traffic information, such as speed and travel time, and for detecting incidents. In order to understand the institutional issues encountered in TRANSCOM/TRANSMIT as well as the project's history, milestones, and accomplishments, interviews with a number of key personnel were conducted.
