Intelligent vehicle highway system - commercial vehicle operation (IVHS - CVO) transparent border application institutional issues can be broadly assigned to one of four categories: administrative laws and codes; lack of a mandate to adopt technology; lack of ample or appropriate resources; and organizational incompatibilities or inconsistencies. Several states have initiated and some have completed institutional issue studies. These studies are intended to address the institutional road block within each state. More substantial institutional road blocks are likely to rise from conflicts between states and between countries when IVHS systems cross borders.
