The practice of transporting people in exposed positions on goods vehicles is widespread. The practice considerably increases the risk of accidents incurring injury and loss of life, and arguments are put forward as proof of this. Deficiencies in the present law regulating the practice are explained and the reasons for the lack of enforcement given. Present usage is discussed and the implications of changes in the law presented. Specific recommendations are made for amendments to the law with respect to the design and construction of vehicles, for education and publicity to inform the public of the dangers of the practice, and for future work on the problem.
