The major findings of the study are: (1) the declining trend in public transportation ridership is not inevitable. It can be reversed. (2) Frequency of service is a more important factor than lower fares in increasing passenger volume on public transportation. (3) Selected, incremental improvements in frequency can be self-sustaining. (4) It is possible to develop a model whereby the costs of alternative rail service levels can be accurately evaluated.
