The report documents the development of a computerized analytical technique to determine the optimum metering rates for a group of on-ramps on the California urban freeways. Two sub-models are identified and these together with the initial freeway model are integrated into a single computer program, RAMPCON. The user has the flexibility of maximizing either total output or total vehicle miles as the objective. Limitations of the program are discussed and results of a test system are presented.
