The Supplement to the Model Pedestrian Safety Program User's Guide provides detailed information on specific pedestrian safety countermeasures. The countermeasures are grouped into the three major areas of engineering countermeasures, education countermeasures, and enforcement countermeasures. The 'enforcement' category includes enforcement of existing laws, suggested model ordinances designed to improve pedestrian safety when enacted on the state or local level, and various programs intended to increase the safety of children. Within these groups, each countermeasure is discussed in terms of its advantages and disadvantages, implementation considerations, and the conditions when the countermeasure would be most beneficial.
