The Guide was written to assist individuals or organizations interested in planning and creating a safer environment for pedestrians. The Guide was designed for local associations; civic groups; school groups; municipal, county, and state governments; highway departments; safety coordinators; and police and traffic engineering departments. The Guide presents ideas, resources, procedures, and implementation suggestions to help the pedestrian. It identifies steps to follow in setting up a pedestrian safety program, and lists possible solutions to safety problems and suggests additional references.
