The proposed development is a one-way couplet system through the City of Newberg to relieve an existing congested transportation corridor. Environmental impacts: Greater traffic mobility in the Newberg central business district; A short period of retail sales decline and readjustment of a one-way traffic pattern on the affected streets; A reduction of automobile, truck and pedestrian conflicts; Changes in present noise levels with increases in some locations and possible decreases in others.
