This bulletin covers issues and problems associated with paratransit, in the broader context of urban transportation. Paratransit includes carpools, vanpools, jitneys, taxis, limousine services, and any form of intraurban passenger transportation which is available to the public, and is distinct from conventional transit (scheduled bus and rail), and can operate over the highway and street system. Maintenance, regulation financial issues, and labor issues are covered.
