This paper reports the results of an in-house study on the status of the alcohol and highway safety problem and what is known regarding the currently available counter-measures which are or can be effective in reducing this problem. The paper is divided into four sections: Section 1: Extent of the Problem; Section 2: Major Countermeasure Approaches; Section 3: Federal Programs; and Section 4: State Program Experience.
