The bicycle safety focus within NHTSA involves improving the behavior of bicyclists and drivers and, within FHWA, bicyclists facilities such as separate bike paths; bike lanes on roadways; and bikeway signs, signals and markings. Effective bicycle accident countermeasure projects include community bicycle programs, enforcement/court/rodeos, safety towns, bicycle monitors, and a bikeways master plan. Programs which promise effectiveness include in-school and on-bike training/education, safety messages, model regulations, conspicuity, and protective clothing and equipment for cyclists. Programs which increase efficiency and reduce costs include a checklist instrument for assessing safety relevance of cyclist programs, construction of bicyclist facilities and accident classification methods.
