The objective of this research was to develop an improved approach to cost-effectiveness analysis of highway accident countermeasures. This report and accompanying appendices document the procedures, analyses, data, computer programs, and references used in developing improved cost-effectiveness methodology for evaluating countermeasures and optimally allocating highway safety funds.
