A cost-safety effectiveness methodology is presented that permits selection of optimal safety designs for pavement width, shoulder width, and shoulder surface type on rural two-lane highways. A user's manual presents step-by-step procedures, together with examples, for application of the methodology by highway designers. Synopses of significant findings are provided. Existing geometric and accident files from three states were used to quantify the safety effect of pavement width, shoulder width, and shoulder surface type for rural two-lane highways. These safety relationships are expressed as accident rate adjustment factors for a base accident rate associated with a maximum design. The adjustment factors are applicable to any highway agency, provided base accident rates, fractional property-damage-only accidents, and the injury-to-fatality ratio are developed by the agency. A methodology is presented that will provide safety benefits in excess of those that would be obtained without its use.
