Proposed plans are to improve an existing facility to a four-lane controlled access rural highway with a forty foot median. No people will be displaced. The natural environment will suffer only a little more noise, runoff, loss of ground cover and possibly loss of a small parcel of the proposed St. Johns National Wildlife Refuge. (Author)
