The study examined current practices within the United States for the processing of traffic cases in order to identify promising new approaches for improving the disposition of traffic cases. A systems approach was used in identifying, describing, and analyzing applicable Traffic Case Disposition Systems (TCDS), and data bearing on the problems were gathered through a statute search, a literature survey, and a mail survey. A separate, in-depth case study was performed for the most innovative system identified, the New York City Administrative Adjudication System. A major conclusion of the study was that jurisictions seeking to improve the efficiency of their TCDS should give careful consideration to an administrative system to replace or supplement the traditional traffic court.
