The report describes in detail a standard safe loading test procedure for outboard boats, inboard/outdrive boats, and boats without mechanical propulsion, to determine whether or not a given boat meets the safe loading requirements outlined in the Boating Safety Act of 1971, and rules and regulations in the Federal Register. The procedure establishes, by testing in a water tank, the maximum weight capacity and the maximum persons capacity for the subject boats. (Author Modified Abstract)
