The report describes a Safe Powering Test Procedure for outboard boats. The Test Procedure determines whether or not a given boat complies with the Maximum Allowable Horsepower as specified in the Boating Safety Act of 1971, and the Rules and Regulations in the Federal Register, Vol. 37, No. 151, dated August 4, 1972. Basically the specification of Maximum Allowable Horsepower is determined according to the length of the boat, the width and height of the transom, the characteristic hull shape and whether or not the particular boat has remote steering. Nomographs are included for determining the Maximum Allowable Horsepower based upon the parameters listed. (Author)
