The Managing Director of the Nigerian Federal Civil Aviation Authority (FCAA) requested the assistance of the United States Trade and Development Program (TDP) in the form of a grant to support a technical study by a U.S. firm to upgrade and expand the Nigerian Air Traffic Control System (ATC), Navigational Aids (NAVAIDS), Telecommunications, and Radars at a national level. The Definitional Mission (DM) team concluded that: (1) It is advisable to recommend that TDP finance a technical study which will update a previous Nigerian Area Control Center (NACC) Study; (2) No study is necessary to upgrade the Nigerian Airport NAVAIDS and/or Telecommunications Systems. All that is needed is support from a U.S. firm to drive the project to completion; (3) It is recommended that key FCAA officials be invited to the U.S. to meet with American Air Transportation related industries.
