Environmental and ship performance data were collected aboard the USCGC POLAR SEA in January-March 1981 as part of a multi-year program to make an operational assessment on the feasibility of a year-round marine transportation system (including offshore structures) serving Alaska. This is the first volume of a twelve volume report. It contains brief descriptions and summaries of the entire program.
