The report documents the design, construction, and successful testing of a prototype transverse profiler based on the theory of laser-beam-carried microwave-interferometry. Use of such a profiler would provide a rapid, economical, reliable and repeatable means of measuring pavement rutting. The measurement system may be carried in a vehicle operating at normal highway speeds.
