A 4 cents per gallon refund or credit of federal excise taxes on motor vehicle fuels is allowed to qualifying taxicab services. The report questions whether the social benefits from any fuel savings resulting from riders switching from alternative means of transportation to taxicabs (as a result of reduced prices from the partial fuel tax exemption) outweigh the revenue cost and the administrative cost of the exemption.
