Upgrading both an existing main arterial connection to downtown St. Paul and a railroad crossing by constructing a roadway interchange and a bridge over a railroad in St. Paul, Minnesota is proposed. Effects expected are increased safety by reducing the high accident rate at the intersection and railroad crossing, increased capacity, better access and reduced travel time for the motoring public and a reduction in air pollution by reducing traffic congestion. Adverse environmental effects include temporary noise, unsightliness and congestion caused by a construction project.
