The report defines pavement conditions that relate to maintenance effectiveness. It also attempts to identify measurement and instrumentation systems that will enable maintenance forces to detect and correctly interpret pavement conditions, evaluate and select appropriate maintenance treatments, and monitor the effects of the maintenance on subsequent pavement conditions.
