The project consists of completion of the Interstate route 295 as a belt loop around the City of Jacksonville, Florida. The project will be built on new location with a right-of-way width of 300 feet, varying at interchanges. The facility will be a four-lane, divided highway with controlled access at noted intersections. Eight major structures will be constructed throughout the project either as grade separations, interchanges or river crossing. The environmental impact of the two proposed projects is recognized as a degradation of the atmosphere by exhaust gases, the pollution of the run-off by automotive waste products, and surface litter. The displacement of people and changes in land use, the degradation of the intertidal marsh area during construction is considered the most significant of all adverse environmental effects. Benefits generated include a modern facility to carry traffic around congested downtown area, safer transportation facility and serves areas of Duval County with a throughfare roadway to parts north and south of the City.
