Until now there has been no obligation for moped riders to undergo driver training. If the driver is sixteen years old, he is permitted to drive a moped. It is shown from accident statistics that the number of sixteen-year-old traffic victims is much higher than that of fifteen years old; more than half the traffic victims aged sixteen and seventeen are moped riders. Factors influencing the lack of traffic safety of moped riders can be found in the moped riders themselves, other road traffic, and traffic system and traffic provisions. Other traffic does not take into account the problems of the moped rider, but that is mostly caused by the attitude of the moped rider. Driver training could be useful but modification in driving behavior is difficult to achieve. The small effect of driver training is mainly due to its set-up. Recommendations for driver training, in particular for moped riders, are made.
