To reduce negative effects of congestion delays and adverse community impacts, several people moving strategies were implemented. Appendix I describes the affected highway/street network, construction-induced traffic restrictions and traffic operation improvements; and results of an extensive data collection program performed before, during and after the first year construction phase, to determine corridor traffic volumes, vehicle occupancy/classification, and travel times on the Parkway and other alternate routes.
