In the report the authors have calculated the impacts of different measures and trends in domestic freight transport. 12 different scenarios are analyzed by the network model NEMO, and the results are compared to a basic scenario. The effects on modal share and transport costs are calculated due to increased environmental charges. development in infrastructure, changed supply of sea transport, changed composition of commodity groups, and changed requirements of transport users. The authors have also calculated the external effects, like emissions (air pollution and global warming), noise, wear on infrastructure and accidents. A main conclusion is that total costs connected to domestic freight transport increases as transport by sea decreases. A shift away from sea transport also implies an increase in emissions, except in the case with higher environmental, taxes, where road transport decreases as well.
