The results of a cost and program estimate for a Spacelab-borne lidar facility are presented. Various model philosophies were examined and a single flight model with identified spares backing was selected to meet program constraints and provide an optimum cost/risk ratio. A program is given which will meet the required launch date, identifying predicted problem areas. A budgetary cost estimate for the identified project is given, detailed down to unit level. Several areas where lack of requirements gives rise to cost uncertainty are described.
